【摘要】 目的通过深入分析柳州市结核病防治管理的问题,进一步理顺防治体系,探讨新的工作模式,为防治决策服务,提高该市结核病防治管理水平。方法对该市理顺结核病防治体制方案实施前后的效果变化进行定量分析。结果柳州市推行的结核病防治政策增强了预防控制的力量,直接面视下短程化疗(DOTS)管理率提高到90%以上,新涂阳病人治愈率由84.11%提高到91.00%,涂阴病人完成疗程率由76.07%提高到81.08%,失访率降低,总体到位率有所提高。结论医疗资源的合理配置能够增加结核病防治管理的公平性和可及性。但柳州市结核病防治政策有待于进一步完善,体制改革需要不断探索,结核病防治需要科学发展,加大财政投入力度,是做好结核病防治工作的有力保障。制定结核病医疗费用控制措施是提高结核病防治公益性,解决结核病患者"看病难,看病贵"的重要保证。更多还原

【Abstract】 [Objective]By analyzing the problems in management of tuberculosis(TB) prevention and control in Liuzhou city,to further coordinate the prevention and control system,study new working mode,provide service for decision-making,so as to improve the management level of TB in Liuzhou city. [Methods]The change of effect before and after implementation of TB prevention and control plan was analyzed quantitatively. [Results]The TB prevention policy in Liuzhou city strengthened the power of TB control.The management rate of directly observed therapy short course(DOTS) reached 90%.The cure rate of new smear-positive cases increased from 84.11% to 91.00%,the course completion rate of smear-negative cases increased from 76.07% to 81.08%,the lost rate decreased,and total achievement rate was improved. [Conclusion]The reasonable allocation of medical resources can increase the equity and accessibility of TB control management.TB control policy in Liuzhou city should be further perfected,the system reform needs to be explored continuously,TB control should be developed scientifically,and increasing financial investment is the effective guarantee of TB prevention and control.The control measures of TB medical expenses is the important guarantee to improve the commonweal of TB control and solve the problem of "difficulty and high cost of getting medical service" among TB patients.更多还原
