【摘要】 公共行政学正在经历一场从"理性构造"到"社会建构"的话语变迁。20世纪60年代之前,结构主义思潮与官僚制公共行政之间具有深层的耦合性。官僚制范式体现了结构主义的整体性、转换性、自我调节性和"二元对立"的方法论,反映了现代性结构的客观化、工具化、理性化倾向,凸现出结构的保守性及其社会功能的反民主性。20世纪中期随着结构主义思潮的流变,传统公共行政也历经一场自我调节和内部建构运动,官僚制中结构的二元对立因素悄然消解,结构的内部封闭倾向有所调整,结构中"人"的因素逐渐凸现。但是,直至20世纪后期伴随着解构观点和后现代主义的兴起,一个政府与公民社会对话合作、民主协商的社会建构时代才真正来临。更多还原

【Abstract】 Public Administration has witnessed the discourse changes from "Structuralism" to the "Constructivism" in nearly a century.Before the 1960s,there existed a quite deep coupling relationship between the bureaucracy and structuralism trend.Bureaucracy paradigm exhibited wholeness,transformation,self-regulation and "binary opposition" methodology of the Structuralism,reflecting the objective,instrumental,and rational tendencies of modernism structure,and it highlighted the conservative trait of the structure and anti-democratic nature of its social function.In the middle of the 20th century,with the gradual variation of the ideological trend of structuralism,the traditional Public Administration underwent a process of self-regulation and internal construction: the opposing elements of dualism in bureaucratic structure quietly vanished,while the internal closure tendency of the structuralism was adjusted to some extent,and the elements focusing on" human being" increasingly became prominent.Nevertheless,until the later phase of the 20th century,along with the rise of the Deconstruction and Postmodernism,a new age of Social Constructionism really came into being,in which the government could interact,cooperate and consult democratically with civil society.更多还原
