【摘要】 排污权交易作为以市场为基础的环境经济政策,近年来备受各国关注。我国的排污权交易市场还没有完全建立,目前只有少数城市作为试点。本文从排污权交易的内涵出发,探析排污权交易的价值,同时结合我国进行排污权交易的实践,试图对我国的排污权交易市场进行构建,主要从健全交易市场的法律法规,明确市场主体,完善交易程序,建立中介机构及加强监督管理着手,设计我国排污权交易市场的未来。更多还原

【Abstract】 The emission trading is a market-oriented environmental and economic policy,which is concerned by many countries in the past few years.China’ s emission trading market has not fully been established,only as a pilot project in a few cities.This paper on the basis of the connotation of emission trading,discusses and analyses the value of emission trading.Then in combination with the practice of emission trading in China,it attempts to build China’s emission trading market.From the perspective of perfecting trading market laws and regulations,clearing the market subjects,improving transaction procedures,establishing intermediary institution and strengthening the supervision and administration,it will design the future emission trading market in China.更多还原
