【摘要】 本文针对自主创新的争论,首先从概念上挖掘了自主创新隐含的主体,并对自主创新进行了定义。认为自主创新是国家或民族企业或民族资本主导的、可持续的技术创新,它以中国国民主体性为基础。然后从政府R&D性质、外资R&D机构的国家属性、稀缺资源分配、R&D国际化、R&D国际合作等方面对自主创新的国民主体性进行了界定和阐述。其三,提出了坚持自主创新主体性面临的问题与挑战,并对此进行了简要讨论。作者认为,自主创新的主要问题是R&D属性问题,而决定R&D活动的主体属性应是国民性。明确自主创新的国民主体性对我国的自主创新政策的制定有着重要意义。更多还原

【Abstract】 First of all,an implicit entity for "proprietary innovation"is identified and its definition discussed in the paper." Proprietary innovation" is sustainable innovation controlled by a country or national corporations,based on its citizens,main force/ body of implementing "proprietary innovation".And then,main force/ body of implementing "proprietary innovation" is expounded from the nature of government R&D,national property of foreign R&D institutions,allocation of scarce resources,R & D internationalization,R & D International Cooperation.Third,the main problems and challenges to insist on the policy of "proprietary innovation" are suggested and briefly discussed.The author believes that the main issues for the policy of "proprietary innovation" are R & D property,which is decided by a national and its citizens.Clarifying the main force and body of national and citizen to carry out policy of "proprietary innovation" is of great significance in China.更多还原
