【摘要】 在建设新农村和发展现代农业的时代背景下,农村土地流转问题一直受到社会各界的广泛关注。近年来,甘肃农村土地流转主要表现为流转总体规模较小;流转方式多样化,以出租、转包、互换为主;经济相对发达地区流转规模大;承转主体以农户为主。通过与浙江、江苏等农地流转发展较快的地区对比,认为甘肃省农地流转中存在的根本性问题在于:农业生产的利益驱动性不强致使各类经济组织(特别是涉农企业)参与农业规模化经营的积极性不高从而对流转农地需求不足;落后的社会保障体系,特别是落后的非农业产业发展,致使甘肃省农民对土地具有过分的依赖性,加之思想认识上的局限,使农地供给积极性不高;而农地流转市场化程度低又进一步限制了农地流转供需主体交易的发生。最后,针对问题,提出了促进甘肃省农地流转的对策。更多还原

【Abstract】 In the background of building a new countryside and developing modern agriculture in China,farmland transfer has drawn great attention.In recent years,the farmland transfer of Gansu had showed the following features: transfer scale was too small;transfer form relies on rent,subcontract and exchange though it had showed up diversified trend;the transfer scale was relatively large in the areas with relatively developed economy;transfer bodies were mainly farmers.In this paper,Comparing with the regions in Zhejiang and Jiangsu developing farmland transfer rapidly,the fundamental problems of the farmland transfer in Gansu were: Many economic organizations(especially agriculture-related enterprises) hadn’t actively involved in agricultural scale operation and hence the demands for transfer farmland were lack;the farmers in Gansu relied on farmland excessively due to the laggard non-agricultural industries,the supply to farmland is not active due the limitations of ideology and understanding,low level market of farmland transfer limited the farmland trade between demand and supply sides.Finally,countermeasures were put forward to promote the farmland transfer of Gansu.更多还原
