【Abstract】 The exploitation of deep-sea strategic mineral resources is an important way to resolve the world’s metal resources crisis.The deep-sea strategic mineral resources possess the attribute of "public goods",and the exploitation of deep-sea strategic mineral resources has remarkable negative external effects although the systems based on United Nations Convention on the Law of the Sea has been established.The negative external effects are manifest in international maritime disputes and damage to the marine ecological environment.On the other hand,the restrictive factors of deep-sea strategic mineral resources’ commercial exploitation are international mineral price fluctuation and high exploitation cost.更多还原
