【摘要】 潍坊市充分利用普及基本医疗卫生制度实验性研究的契机,在滨海开发区探索建立有效的合理施治和医疗机构重视预防的机制,对村卫生室实行以"打包服务,定额付费"为核心、门诊服务按诊次定额付费制度改革,即"5元门诊"。研究发现,参合农民次均门诊费用明显降低,基层卫生机构卫生服务人员行为发生明显改变,卫生服务质量提高,有效控制了医疗费用的过快增长。更多还原

【Abstract】 Taking full advantage of the opportunity that experimental research of universal access to essential healthcare system in Weifang City,to establish an rationale diagnosis and treatment mechanism,and encourage the community health organizations to pay more attention to the public health services,medical services package and limited pricing mechanism were designed in Binhai District,we call it "five Yuan Clinic".Through the effect of evaluation and analysis,we find that the health professionals’ behavior changed significantly,residents’ cost pervisit decreased and the quality of health services improved,reaching the goal to control the rapid growth of medical costs.更多还原
