【摘要】 我国建立了农民个人缴费、集体扶持和政府资助相结合的新型农村合作医疗筹资机制,但其在运行过程中仍存在较为突出的问题,尤其是在缺乏法律保障的情况下,筹资存在一定的随意性和不确定性。为实现新型农村合作医疗筹资的规范化、法制化,必须通过立法明确新农合出资的主体、出资比例、出资方式,并形成稳定的、可预期的筹资增长机制。更多还原
