【摘要】 发展少数民族学前双语教育对推动少数民族和民族地区经济社会发展,促进各民族共同团结奋斗与繁荣发展具有重大而深远的意义。新疆作为多民族、多语种、多文化的地区,更应从学前教育的公益性出发,积极规划、扶持和促进学前双语教育的大力发展。国家和地方政府采取的主要举措包括制定发展规划、增加教育投入,推动民汉合园、实现优质教育资源共享,加强学前双语教师队伍建设,开发双语教学资源、加强双语教材建设。实践证明政府必须在学前双语教育发展中发挥主导作用,制定相关政策法规,并给予财政支持,这对学前双语教育机会增加、双语教学条件改善、双语师资队伍稳定以及双语教育质量提高均具有重要的保障作用。同时,幼儿园要充分利用自身及周边的教育资源,探索适合自身发展的办园模式。此外,还应积极吸引和鼓励社会各界人士参与学前双语教育事业发展。更多还原

【Abstract】 Preschool education could bring economic and non-economic benefits to preschool children,their immediate families and the other members of the society.Thus this kind of education benefits could be enjoyed by most or even all citizens without exception from which we could say that preschool education is a kind of public welfare.Xinjiang bilingual preschool education is more important to the even economical and social development of the province.The government has taken the following measures to improve its bilingual preschool education such as planning the development project,increasing investment in the education,building bilingual kindergartens,sharing quality education resources,strengthening the construction of bilingual teachers,and so on.These measures have important influences on the development of Xinjiang bilingual preschool education.更多还原
