【摘要】 循环经济发展模式是解除西北地区资源瓶颈束缚的路径之一,可以代替传统线性经济发展方式。基于西北地区特有的资源环境状况,近期内,在发展循环经济模式时应着力探索在生态脆弱地带实现矿产资源、水资源的循环开发利用。推进西北地区资源与环境循环经济发展模式的构建,应在合理规划、参与主体、园区建设、资金技术支持和制度政策等方面进行创新,实现西北地区资源与环境的可持续发展。更多还原

【Abstract】 Circular economy in Northwest District is the only way to break the bottleneck of resource constraints and poor ecological environment and is the best option to replace the traditional linear mode of economic development.However,the development of circular economy in Northwest District must take the unique resources and environmental conditions into account,mainly the rich mineral resources,the lack of water resource,the linear resource development and utilization patterns and diversity and frangibility of the ecological environment,and so on.Therefore,to form the coordinated and sustainable the resources and environment in Northwest District with circular economy model needs to innovate the aspects of the planning,subjects,eco-industrial park,finance and technology,and policy and legal system.更多还原
