【摘要】 我国自从2003年开展新型农村合作医疗试点工作开展以来,取得了积极的成效。然而,在新型农村合作医疗制度全面推进中,还存在不少问题,特别是欠发达地区尤为严重。比如乡镇医疗技术人员匮乏、设备陈旧;定点医院治疗费用高、农民就医难;起付线和封顶线设计不尽合理;管理机构还不健全;监管制度不到位等等。本文分析了定点医院费用高的原因,探讨了科学设立起付线和封顶线的方法,并针对农民就医难问题进行了有益的探讨,寻求解决的方法与途径。更多还原

【Abstract】 Since the New-type Rural Cooperative Medical System was carried out in 2003,many positive results have been made in China.However,in carrying forward the new-type RCMS,there arise several problems,particularly in less-developed regions.For example,the less-developed regions are in short of rural medical technicians and the equipments are old and out of date.The cost of medical treatment is high in fixed hospitals and farmers are in difficulty in seeing doctors.The pay-line and the top-line are not somewhat reasonable.Management departments are not perfect and regulatory system is inefficient and so on.This article analyzes the cause of high medical cost,point out the scientific way of establishing pay-line and top-line,discusses the problems of medical treatment for farmers and seeking the way for the solutions.更多还原
