【摘要】 目的掌握流动艾滋病病人的治疗现状,分析其异地治疗的主要问题及原因。方法利用国家艾滋病综合防治数据信息管理系统分析艾滋病病毒感染者和接受治疗的艾滋病人的流动情况,在广东、北京、湖南和河南等四省(直辖市,下同),对相关工作人员和病人开展个人深入访谈,了解相关方对艾滋病病人异地治疗的认识和建议。结果病例报告时四省流入的外省艾滋病病人共1 495人,目前纳入四省治疗的外省病人为425人,大多数病人未能纳入流入地治疗。这些流动病人主要通过户籍地邮寄药物作抗病毒治疗。异地工作和生活、获取优质服务、避免歧视等,是异地治疗的主要原因;经费、药品保障不足、根据病人户籍实施差异化补助政策、临时断药等,是异地治疗可能存在的问题。结论合理的异地治疗需求并未得到较好的满足,异地治疗问题会日益凸显,需要国家完善相关政策,建立保障制度。更多还原

【Abstract】 Objective To learn about the number of migrant AIDS patients receiving antiretroviral therapy,and to analyze the main problems they encountered in ART and the causes of these problems.Method Existing data from the China Information System for AIDS Control and Prevention were analyzed to obtain the size of migrant AIDS patients receiving ART.In-depth interviews were conducted in Guangdong,Beijing,Hunan and Henan provinces to collect information about ART the migrant AIDS patients received and their opinions and suggestions.Results There were 1492 migrant AIDS patients in the 4 locations at the time of case reporting and of them 425 patients were treated by local medical institutions.Those who were not treated by local institutions got ART drugs posted from their native towns.The reasons why the AIDS patients migrated to other places were to seek high quality treatment,to avoid discrimination and others.However they might be faced with a number of problems including differentiated subsidizing policy,suspension of drug supply,etc.Conclusions Reasonable demands and needs of migrant AIDS patients are not satisfactorily met,and therefore,relevant policies should be improved to address the problems they are faced with and proper security and insurance mechanism be established.更多还原
