【摘要】 对中国理论界关于农民工的概念,建立农民工社会养老保险的必要性、农民工社会养老保险实践中存在的问题,以及农民工社会养老保险模式等方面的理论观点进行了述评,指出理论界对我国农民工社会养老保险问题研究的热点和难点是农民工社会养老保险模式设计,而当前较为可行的做法就是采取纳入型模式,即将农民工纳入城镇企业职工基本养老保险体系之中,此外,还要尽快制定全国统一的农民工社会养老保险法律,以保障农民工的养老权益;建立全国统一的农民工社会养老保险信息平台,以顺利实现农民工社会养老保险关系转续。更多还原

【Abstract】 This paper first gives some reviews on concept of migrant workers,necessity of pension insurance for rural migrant workers,existing problems of pension insurance for rural migrant workers in reality and pension insurance model for migrant workers.Then the author has pointed out that current hot spots and difficulties of migrant workers pension insurance are model design,which shows the views in theoretical field.However,the most feasible practice is Containment-based system model,that is,bringing migrant workers into basic old-age insurance system for enterprise employees in urban areas,otherwise,integrated national social insurance system for migrant workers should be drawn up in order to ensure the migrant worker’s legitimate rights and interests;integrated national of social pension insurance for migrant workers should be established in order to successfully achieve the social endowment insurance of transferring for migrant workers.更多还原
