【摘要】 依据2001~2008年陕西省医疗卫生资源的配置现状,运用泰尔指数对低收入群体占有资源配置变动的敏感性分析医疗卫生资源配置的均衡与公平问题。分析认为,在医疗机构的配置上,地区之间的差距小于地区内部的差距;在床位及技术人员配置上,地区之间的差距和地区内部的差距较小,且呈下降和缩小趋势。分析结果表明,应充分发挥政府提供医疗卫生资源的主导性作用,以合理、均衡地分配医疗卫生资源;通过法律途径赋予民众更多的社会福利权利,最大限度地保障社会弱势群体的社会福利权利,以全面提升国民福祉。更多还原

【Abstract】 Based on data from 2001 to 2008 of health resources in Shaanxi Province,Theil index is used in this thesis to analyze the proportionality and fairness of health resource allocation for the fluctuant sensitiveness of low-income group.The results show that on hospital beds and technical staffing,the disparity between different regions and the gap within regions are smaller.This paper suggests that the government should play a leading role in health resources distribution,to give people more social welfare rights by law,protect the rights and interests of the disadvantaged group,and try every means to improve the national well-being.更多还原
