【Abstract】 Emerging strategic marine industries are those marine industries based on the development of emerging marine high-tech,taking the marine new high-tech achievement’s industrialization as its key content and having great development potential and wide spread market demand.Emerging strategic marine industries features comprehensiveness,long-lastingness,interrelatedness,politicalizedness;and are characterized with emerging high-tech,growth potentialities,and development uncertainty.This paper deems that science innovation is the originating power of the development of the emerging strategic marine industry.These industries have remarkable externality.We should follow the law of market economy and make the most of the government’s macro-control mechanism.更多还原
