【Abstract】 The political and administrative dichotomy,which is the foundation of the administrative theory,has influenced the research of the 20th century administration study and administrative management.This theory,however,has long been challenged and criticised since it came into existence.This paper,by a close study of the theory political and administrative dichotomy as well as the "Ideal Type" theory by Max Weber,concludes that the political and administrative dichotomy is the "ideal type" theory for administration study,and at the same time it is the "utopian type" of a theoretical hypothesis.The significance of this theory lies in the fact that it will in the long run make possible the adminstration study as an independent academic field.更多还原
