【摘要】 哈尔滨市农田防护林建设中存在认识不足、机制不活、管护不力,资金落实不到位,树种较为单一,林龄结构不合理,科技含量较低,林权改革相对滞后,风险防范机制不健全等问题。应从加强宣传、创新机制、强化管护,调整树种及林龄结构,拓宽筹资渠道,强化科技支撑,深化林权制度改革,完善补偿机制等方面加强农田防护林建设。更多还原

【Abstract】 In the construction of farmland shelterbelts in Harbin city,the problems such as lacks of knowledge,fixed mechanism,poor management,funds unimplemented,single species,irrational forest age structure,low-tech,lagged forest ownership reform and imperfect risk prevention mechanism are all existed.In order to solve all these problems and strengthen the construction of farmland protection,it is suggested to promote publicity and innovative mechanism,strengthen management and protection,regulate species and forest age structure,broaden financing channels,enhance scientific and technological support,deepen the reform of forest right system and improve the compensation mechanism.更多还原
