【摘要】 中国高校的政府采购必须走集中采购的道路,这是国家政策的精神,也是法规的要求.在高校政府采购实行集中采购时,因为高校采购本身的固有特点,将有可能遭遇成本升高、项目失败的情况.通过对高校采购特点的归纳和分析,在法规允许的范围内,寻求成本控制和风险防范的有效途径,提出了在高校成立采购招标机构和允许外界采购机构在高校设立分点等建议.更多还原
