【摘要】 中科南沙石化项目,投资大,涉及面广,未来可能产生的经济效益大,但可能带来的严重环境污染也同样令人担忧。项目的整个进程,缺乏必要和合理的公众参与。现阶段我国的公众参与在其发展过程中由于受经济、文化、政治发展、制度安排等诸多因素的制约,实践中仍然存在着许多不足;应从建设服务型政府、完善法律法规、发挥信息发布效用等方面予以解决。更多还原

【Abstract】 With large investment and wide areas involved,the project of Zhongke Nansha petrifaction may make a great economic benefit in the future.However,the environmental pollution it will produce will be concerned about.In the whole process of the project,reasonable public participation is lacking.Recently,as a result of the shortage of economical,cultural and political development and the policy system,there are still many defects in the public participation in China to improve.Therefore,the Service-oriented Government should be built;laws and regulations should be enhanced;the Information Dissemination System should be ensured to make sense,in which way the problem can be deal with.更多还原
