【摘要】 对近20年涉及学校体育的主要法规、政策文件,按学生体质、体育课、课外体育活动、体育安全、运动训练、体育比赛、体育教师、体育设施等8个方面进行收集和梳理。认为:第一,我国学校体育法规、政策出台是应各时期学校体育发展的需要;第二,我国学校体育法规、政策的指导性强,对化解学校体育发展中的矛盾与问题发挥了重要的导向作用;第三,我国学校体育法规政策在指导学校体育工作中尚有局限性,各级学校在执行中的随意性较大。解决方案为:第一,通过提高法规政策的预警能力和可操作性,进一步完善我国学校体育法规、政策体系;第二,通过推行法规、政策落实"问责制"与强化执行监督机制,提升执行力。更多还原

【Abstract】 The paper collects and teases China’s sports laws and regulations in the recent 20 years from the 8 aspects of the students’ constitution,physical education class,extracurricular sports activities,sports safety,sports training,sports competition,sports teachers and sports facilities,believing that: 1.China’s school sports regulations and policies are made to meet the needs of school sports development in different periods of time;2.China’s school sports laws and policies play an important guiding role in dissolving the contradictions and problems in school sports development;3.There are limitations in China’s school sports policies and regulations in guiding school sports work and there are arbitrary implementations at all levels of schools.The solutions are as follows: 1.we should further perfect the system of school sports laws and policies by improving their warning ability and practicability;2.we should improve the execution of the laws and polocies by carrying out the accountability system and strengthening the supervision mechanism of the implementation of the regulations and policies.更多还原
