【摘要】 分析了水利水电工程前期勘察设计取费目前存在执行依据多、对取费依据认识模糊、工作深度要求与费用不匹配等问题,结合水利水电工程前期工作特点,揭示了问题的主要焦点,阐明水利水电工程前期勘察设计应根据水利水电工程特点取费,不能统一按1999年国家计委发布的《关于印发建设项目前期工作咨询收费暂行规定》执行。在分析了现行前期勘察设计取费主要依据及其产生背景,并对2006年国家发改委与建设部发布的《水利、水电、电力建设项目前期工作工程勘察收费暂行规定》进行深入解读后,认为水利水电工程前期勘察设计取费应采用该规定作为依据。更多还原

【Abstract】 Analysis is made to the problems in charging of prophase reconnaissance and design fess in hydropower engineering,such as overlapping of rules and unclear statements in regulations that results in mismatch of working contents and costs.The point is that the regulations for service charge should not be one issued by National Development and Reform Commission(NDRC) in 1999.According to the feature of hydropower engineering and analysis of several key regulations,it is found that the 2006 Regulations issued by NDRC is more appropriate for charging of reconnaissance and design fees in hydropower engineering.更多还原
