【摘要】 水库移民长期补偿具有土地功能物化、工程建设效益共享、移民参与程度高的特点,既有利于移民生活水平的提高,也有利于区域经济发展和社会稳定,同时还可以降低水利水电工程建设一次性初始投资,是水利水电工程建设征地移民安置方式的创新。水利水电工程尤其是水利工程大都兼有公益性和经营性特点,应结合管理体制的改革,在推行现代企业管理制度的基础上,明确经营性、公益性和准公益性项目对水库移民安置补偿应承担的责任,遵循市场经济原则,分别实行企业独立承担、国家全面负责和企业承担与经营性资产相应责任的长期补偿的方式。更多还原

【Abstract】 Long-term compensation for reservoir resettlement is not only beneficial for enhancing living standard of resettlement but also contributing to economic development and social stability of the region owing to the materialization of land,sharing of project construction benefits and high-level involvement of resettlement.It provides a new method for mitigation resettlement that can reduce the initial investment of hydropower project.Hydropower project,water project in particular,has both features of public interest oriented and business oriented.It is necessary to specify responsibilities of public interest oriented,quasi-public interest and business oriented in compensation of reservoir resettlement,along with reform of management system and promotion of modern enterprise management system.Following to the principle of market economy,the methods of long-term compensation for reservoir resettlement are proposed,namely solely by enterprise,solely by the government or by enterprise together with operational assets.更多还原
