【摘要】 产业结构合理与否直接影响着一国或一地区的经济发展水平。经济发展促进了山东产业结构的调整升级:三次产业产值结构由"一二三"变为"二三一"形式;三次产业就业结构由"一二三"向"一三二"转变。但是,山东产业结构还存在第三产业发展滞后、产业总体层次不高、区域之间产业发展差距较大、产业结构未能与就业结构协调发展等问题。产业政策调整要充分考虑其对就业结构和就业总量的影响,发展第三产业,加强区域之间的合作与联动,在不同层次上的人力资源使用上,实现共享与互通,促进产业结构升级和就业结构转变的良性循环。更多还原

【Abstract】 The industrial structure has a direct influence on the economic performance of one nation or one region. In Shandong province, economic growth has promoted the adjustment and upgrade of the industrial structure: the significance order of the three industries in provincial GDP has changed from " primary, secondary, tertiary" to " secondary, tertiary, primary" , and the employment structure of the three industries has changed from " primary, secondary, tertiary" to "primary, tertiary, secondary". However, problems still exist in the industrial structure in the province. Specifically, the tertiary industry is not yet well developed, the overall level of the three industries is not high, regional gaps of industrial development are relatively big, and the development of industrial structure is out of pace with the employment structure. This paper argues that the adjustment of the industrial policy should fully take into account its effect on the employment structure as well as total employment, and should aim at reali- zing the virtuous cycle by developing the tertiary industry, strengthening the cooperation and linkage between re- gions , enforcing sound human resource sharing and exchange, and promoting the upgrade of the industrial structure as well as the change of the employment structure.更多还原
