【摘要】 中国农村落后的原因在于农村体制改革滞后。中国改革起始于农村。但是,除了初始的家庭联产责任制改革外,30多年来中国农村再没有过实质性的改革。本文强调,要使中国的农村取得像城市一样的发展,需要在农村开展像城市一样的深化体制改革。当前农村迫切需要改革的是村企合一的体制。村改革的目标是把村集体变成类似于城市居民区居民自治社会组织,不再承担经济职能;把农户变成类似于城镇工商户的独立经营的个体。在体制上为土地的规模经营创造条件,为现代化农业发展创造条件,为城乡一体化打下牢固的制度基础。更多还原

【Abstract】 The under-development of Chinese rural area is because of the lagging behind of rural system’s reformation. Chinese reformation began in the rural area. Except for the beginning reformation of the household contract system,there isn’t any substantiality reformation of Chinese rural areas in recent 30 years. This article underlines that it needs to promote a deepening system reformation in the rural areas in order to make the rural areas achieve the same develop of urban areas. The urgency reformation of rural areas is the system of Village and enterprises combination. The target of rural areas’ reformation is to change the Village collective into a Social organization like the city settlement with governance by themselves. They didn’t undertake the economic functions anymore. Let the famer change into the self-employed person like the town’s individual industrial and commercial households. Therefore,we will create the system condition of land dimension management,the condition of Modern agricultural development,and make the solid foundation of the integration of urban and rural areas.更多还原
