【摘要】 以广州市番禺区为样本,通过问卷调查与深入访谈等方式,分别从涉农干部和农户视角对农村公共产品及其供需现状进行了实证调研。结果显示:不同镇街和村集体之间农村公共产品供给意愿相似度较高,农户对农村公共产品的需求仍然以物质需求为主,但也开始关注长远需求。并提出政府应发挥主导作用,根据农户需求逐步调整政府农村公共产品供给结构和重点,从而提高农村公共产品供给效率。更多还原

【Abstract】 The supply of rural public goods have an important effect on developing rural economy and keeping social stability in China,but there still exist such problems as its insufficiency,irrational structure and inefficiency.The root is that the supply mechanism of China’s public goods is of a typical top-to-down type,which ignores the demands of the farmers.That makes the supply of government inconsistent with the demand of farmers.Taking Panyu district as a case,the authors investigate the equilibrium of supply and demand according to the data from questionnaire and interviews.The result shows that the supply will of rural public goods in different towns and villages is similar,in total the difference between supply and demand will is small.Farmers’ demand for public goods in rural areas is mainly material needs,but they are beginning to focus on long-term demand.The authors suggest that government should play a leading role to adjust the supply structure of public goods,that would enhance the supply efficiency of rural public goods.更多还原
