【Abstract】 Implement the conception of scientific development actively,construct a harmonious Qinghai,and realizing the goal of an well-off society,the key and difficulty is in rural & pastoral.The key to develop agriculture,rural & pastoral and solve the problems facing agriculture,rural areas and farmers is to transfer and reduce the surplus labor force,cut down the cost of transfer,increase the transfer earnings,and elevate the rural living standards.This paper has researched the rural labor’s cost of transfer in Qinghai province,and has put forward that through improving skills and quality of rural labors,expands employment channels and reforms the system innovation;we will optimize the rural labor’s cost of transfer.更多还原
