【摘要】 面临污染物减排与经济大发展的突出矛盾,内蒙古推行排污权交易具有紧迫性。由于区域分布和产业发展特征明显,并且一直在重视排污权交易的调研和实践,内蒙古有条件走在实施排污权交易的前列。为了促进排污权交易制度的推行,需要在合理分配初始排放权,培育排污权交易二级市场,对排污交易行业作总体的进度安排,排污权交易的分区实施,建立排污交易中介机构,强化环境监管执法等方面作大量而细致的工作。更多还原

【Abstract】 Being confronted with the prominent conflict between pollutant reduction and great development of economy,it is very important to carry out emission trade in Inner Mongolia.Since area distribution and features of industrial development has been obvious,and attached importance to research and pratice as well,Inner Mongolia has confidence of catching up with the forword ranks of implementing emission trade easily.For forwarding the policy of emissiom trade,we need to allocate the initial emission rights equitablely,and cultivate the second market of emission trade,and make the general schedule development of its industry,and implement sub-regionally,and build up intermediate body,and reinforce the environmental management and law enforcement etc.更多还原
