【摘要】 基于深度访谈和问卷调查的数据资料,以参与应对"5·12地震"的非政府组织为例,文章深入分析了影响非政府组织参与重大危机应对的因素以及导致非政府组织在重大危机应对过程中参与不畅的原因,进而提出相应的政策建议。研究发现,地理距离、组织能力、社区基础、政府关系和危机的性质影响非政府组织应对重大危机的参与水平。在危机演变的不同阶段,这些因素的影响力度有差异;从危机响应的整体过程上看,政府关系是影响非政府组织危机参与水平的最重要因素;非政府组织间的合作影响作为整体的第三部门在危机应对过程中的形象,对形成合作的单体非政府组织影响较小,但具体影响水平和机制还有待进一步观察与检验。更多还原

【Abstract】 Based on the data from the questionnaire survey and interviews with non-government organizations participating in 5·12 Earthquake relief,we analyzed the factors affecting the role and function performed by the NGOs in disaster response.We found that factors such as geographical distance,organizing ability,relations with the community and local governments and the scale of the crisis,though different from each other in their effects in the different stages of the crisis,all significantly affect NGOs’ participation into disaster relief.Viewed from the whole process,relations with local government is the most significant one.Cooperation between the NGOs has greater influence on the social image of the NGOs as a whole than on the ability construction of a single organization;a clear picture of how the effect is produced depends on further observations and examinations.更多还原
