【Abstract】 Through the process of setting up a learning society in which every citizen is committed to learning and pursuing lifelong learning, the local TVUs should pay attention to such problems as internal ideological consensus, external image orientation, government approval and the direction of breakthrough. These local TVUs should actively catch the first opportunity as soon as it emerges, make position by performance and win the market with brand in order to establish their unique advantages and relative functions in the government guidance of lifelong learning. Thus they will become the main support and platform for the whole learning society as well as the guidance center for lifelong learning.更多还原
