【摘要】 由于信息无法全部揭示,导致的招投标活动中的投标方串谋或者招投标双方的合谋问题,论文试图从制度影响理论和监管理论中解释招投标制度对于招投标活动中价格形成过程的管制,针对信息不对称,合谋等问题,如何从制度执行角度严格执法,对制度在招投标活动中所起的作用作了基础性的解释,最后提出可行的政策建议。更多还原

【Abstract】 The interference of Government also influence on the development of the construction bidding system.Because of the interference of the government,a lot of biddings are only a kind of formalism.What is the most urgent problem? How to improve the system of competitive bidding? How to make more interests by the bidding system? This paper will answer these questions both in both theoretical and empirical aspects.更多还原
