【摘要】 "十二五"时期山东国有经济改革站在了新的历史起点。在新的历史条件下,改革的重点必须从以"国有资本产业分布调整"为主向"国有企业重点建设"为主转移,把提升国有经济的竞争力和发展质量作为改革的主攻方向,以"国有企业重点建设"带动"国有资本产业分布调整"。根据山东省"十二五"时期发展战略的要求,"国有企业重点建设"的方向是构筑区域经济新优势、发展服务业、提高创新能力和扩大消费需求等。为此,国有经济改革的思路是:以突破价值链关键环节为重点提升产业分工层级、以优化产权链条为基础促进产业组织合理化,以及完善公司治理结构、深化垄断行业改革和建立国有资本经营预算制度。更多还原

【Abstract】 During the twelfth five-year period,the reform of state-owned economy in Shandong stands at a new historical starting point.Under the new historical conditions,the reform focus must shift from the adjustment of the industrial distribution of state-owned capital to the important building of state-owned enterprises.And improving the competitiveness of the state-owned economy and promoting its developing quality should be the main direction of the reform,with the important building of state-owned enterprises promoting the adjustment of the industrial distribution of state-owned capital.According to the requirements of the twelfth five-year plan,the directions of the important building of state-owned enterprises include forging new advantages of regional economy,developing the service industry,improving innovating ability,boosting consumer demand and so on.Therefore,to reform the state-owned economy,the level of industrial specialization should be improved with the focus on breaking through the key link of value chain;the industrial organization should be made reasonable on the basis of optimizing industrial chain;the administrating structure should be perfected;the reform of monopolized industry should be deepened and the system of operational budget of state-owned enterprises should be set up.更多还原
