重点石化生产工程安全评价系统开发

【摘要】 基于安全评价理论,结合行为安全行为矫正技术、安全检表、模糊综合评价法、作业条件危险性评价法、道化学火灾爆炸危险指数评价,开发了适应石化生产项目的"重点石化生产工程安全评价系统",建立了重点石化生产作业安全数据库,实现了生产作业危险源辨识、安全评价、方案评估、费用预算等计算机自动化,为石化生产工程安全评价提供了新的手段和平台。以某油库为例,运用权重分析安全检查表法、道化学火灾爆炸危险指数评价法进行了定量和半定量安全评估,从不同侧面反映出危险程度,提高了评价结果的可靠性,经实践证明,该系统操作简单、适用性强、评价结果可靠,有效的降低了重点石化生产作业过程的风险程度。

【Abstract】 Based on safety assessment theory,combining behavior modifying technique,safety check list,fuzzy integrative evaluate method,work condition danger evaluation method and fire hazard and explosion danger index evaluation method of American Dow chemical company,a system about safety assessment for the key projects of petrochemical production was developed.Many petrochemical safety databases were established,which realized hazard source identification,safety assessment,precepts evaluation and cost budget automation.The system provided a new means and platform for safety assessment for the key projects of petrochemical production.An oil depot was taken as an example,quantitatively and semi-quantitatively assessment of safety was assessed by safety check list with weight analysis and fire hazard and explosion danger index evaluation method of American Dow chemical company.The dangerous degree was described from such different aspects that the reliability of assessment is improved.It was verified through practice that the system has the advantage of simple to operate,better suitability compared with traditional methods,reliable results,and reducing accident risk,ensuring safe production in petrochemical.
