【摘要】 美国次贷危机引发的全球金融危机和欧洲主权债务危机引起了全球范围的学界与业界对以主权信用风险为核心的国家风险评级问题的高度重视。发展本国的国家风险评级体系,掌握评级话语权,已成为各国参与国际准则制定的重要战略选择。本文介绍了国家风险及现有的国际主流评级机构的评级体系,并进一步分析了目前国际评级体系存在的问题,以及我国在国家风险评级领域的现状和困境。最后从提高我国在国家风险评级领域国际话语权的战略需求出发,提出建立独立的第三方研究机构,开展国家风险评级理论方法的基础性研究,并重点加强以主权信用为核心的国家风险评级实践探索。更多还原

【Abstract】 The global academia and industry communities have paid great attention to the country risk rating centering on sovereign credit due to the worldwide finance crisis caused by the US sub-prime crisis and European sovereign debt crisis.Developing domestic country risk rating system,mustering the power of discourse on rating,has become the important strategic selection of participating countries in mapping out international rules.This paper,firstly,gives a brief introduction to the country risk and the rating agencies of the existing international rating system,and then analyzes the existent problems of the international rating system and the present situation and the dilemma of country risk rating system in China.The authors suggest establishing a high-level third-party independent research institution in China,to conduct fundamental research on country risk rating theory and method,and to give priority to enhancing practice and exploration of country risk rating centering on sovereign credit.更多还原
