【摘要】 国有大型科研仪器和设备是我国西部地区大型科研仪器和设备的主要组成部分,其管理机制直接关系到西部地区此类投入的科技产出。研究发现,西部地区国有大型科研仪器和设备不仅存量规模远远不能满足科研需要,而且管理制度也不尽合理。在对该类仪器和设备从预算、购置到使用、处置的各个环节进行系统分析之后,提出了改善西部地区国有大型科研仪器和设备管理机制的政策建议。更多还原

【Abstract】 State-owned large-scale scientific apparatus and facilities are the main components of the large-scale scientific apparatus and facilities in western China,and the management mechanism is directly related to the output of these inputs.This paper finds that the quantity of the large-scale state-owned scientific apparatus and facilities can not meet the needs of research in western region and the management system is not reasonable either.After systematic analysis of all aspects of the large-scale scientific apparatus and facilities in western China from the process of budgeting,purchasing,operating and disposing,the authors give some suggestions to improve the management mechanism.更多还原
