【摘要】 在对农业科研单位科技计划项目实施过程管理存在的主要问题及其原因进行分析的基础上,提出促进地方科研单位项目过程管理提升的建议,包括:建立健全管理制度和管理方法,实现科技项目的制度化、科学化和规范化管理;加强科研管理队伍建设,提高管理人员综合素质,变被动管理为主动管理;完善科技人员信用制度,提高科技项目完成质量;以及完善科技项目管理信息系统,提高科技项目管理效率等。更多还原

【Abstract】 Aiming at innovation of management in agricultural scientific research institutes,this paper analyzed the main problems and the causes existing in the projects process management.Some practical countermeasures are provided to improve the further implementation of project process management.The proposals include the establishment of management system and method to realize the institutionalized,scientific and standardized project management.It also includes the strengthening of scientific management team construction,improvement of personnel comprehensive quality,turning the passive management to the active management,establishment of technology personnel credit system to developing the quality of project implementation consummating the science and technology project management information system to improve project management efficiency.etc.更多还原
