【摘要】 通过构建城市技术创新能力发展指数评估指标体系,用基于粗糙集和灰色关联度的综合评价模型对哈尔滨市技术创新能力进行评价,并与东北地区其他三个副省级城市进行比较和得出综合排名。该评价结果可以为哈尔滨市提高技术创新能力水平提供理论支撑,也为哈尔滨市制定宏观经济政策提供理论依据,从而为哈尔滨市技术创新能力的提高提供保障。更多还原

【Abstract】 Through the construction of evaluation index system,the paper evaluates the ability of city’s technical innovation based on rough set of the ability of Harbin’s technical innovation analysis.Compared with the other three vice-provincial cities in northeast China,it obtains comprehensive ranking.This evaluation result is the theoretical support that Harbin improves level of the ability of technical innovation and the theoretical basis that Harbin makes macroeconomic policy,and guarantees for the improvement of the ability of Harbin’s technical innovation.更多还原
