【Abstract】 Collective power supply mechanism on campus exposes the flaw of fuzzy property and owner absence,leading to the problem of "common tragedy".In view of the fact that electrical energy is a kind of rare resources,the unclear and uncertain boundary of which will lead to excessive using of public resource.To change the present situation and to carry out the energy-saving plan,it is necessary to reduce the externality of electrical energy,ensure the responsibility and the benefit to the association and even individual,making the income and the cost symmetrical so as to weaken the adverse effect for collective interests which come from "common tragedy".更多还原
