【摘要】 创新是经济长期增长和经济快速发展的关键动力,创新政策在其中发挥了重要的作用。本文首先界定了创新政策和创新政策评估与设计的内涵,创新政策是创新系统的表现形式,创新政策评估与设计是一个系统内与创新相关的主体行为规则体系的评估及再造的理论和方法体系。其次阐述了两种不同的创新政策的的形式及理论基础,在新古典主义经济学理论中,公共政策干预的一个必要条件是市场失灵;在创新和演化经济学理论中,创新政策制定的注意力从注重市场失灵转向解决系统失灵。在上述两种分析框架下,深入探讨和分析了创新政策实践。最后对国外创新政策评估与设计研究现状进行了概括和评价,列举了国外创新政策评估与设计研究的特征,指出了研究中的不足。更多还原

【Abstract】 Innovation is the key propulsion of long-term economic growth and rapid economic development,in which innovation policy plays an important role.This paper defines the innovation policy as a form of innovation system.Evaluation and design of innovation policy is a systematic methodological approach,in which regular system of involved subjects behavior is evaluated and redesign.Then this paper interprets two forms of innovation policy based on different economics theories.Public policy intervention is a necessary condition of market failure in neoclassical economics theory.Aattention is paied to solve system failure in innovation and evolutionary economics theory.Based on the above framework,the thesis further discusses the policy practice.Finally the paper reviews the literature and puts forward the limitations of the study.更多还原
