【Abstract】 Discipline is the basis of establishing and running university system.In the organization structure of university-department-school,discipline is not only virtual organization without power,but also is controlled in developmental direction and ways by political power,which restricts developmental ability of discipline.Basis on university as cultural organization,university management centre of gravity should shift to discipline which should be endowed with power,university should establish university-department-discipline.更多还原
