【摘要】 运用中部地区1995~2008年的省际面板数据,实证分析了地方政府干预金融机构对产业结构的影响。结果显示,金融资本有助于矫正中部地区不合理的产业结构,但在现有的财政管理体制和政绩考核机制下,地方政府出于财政压力和GDP竞争等因素,会对金融机构实施干预。而对金融机构的干预会促使金融机构对地方政府所偏好的产业和企业提供金融支持,阻碍金融的产业甄别能力的发挥,滞缓了中部地区的产业结构升级,从而导致了不合理产业结构的形成。更多还原

【Abstract】 Using provincial panel data for central China during 1985~2008,this paper empirically investigates into the impact of local government intervention in financial sector on regional industrial structure adjustment by fixed effect model.The study shows financial development in central china help to correct the unreasonable industrial structure,but in the existing fiscal management mechanism and performance evaluation mechanism,local governments for fiscal pressure,promotion competition and GDP competition and other factors intervention in the financial system,which make financial departments support their preferred industries and enterprises,hindering the ability of the financial industry screening play,slowing down the central region to upgrade industrial structure,at the end of resulting in the formation of irrational industrial structure.更多还原
