【摘要】 农业基础设施是农业生产和发展的物质载体,滞后的农业基础设施已经成为黑龙江省农业发展的"瓶颈"。由于投资主体缺位、信贷投入渠道不畅、制度外的筹资方式等原因,使黑龙江省农业基础设施融资陷入困境。其解决对策是:政府财政投入作为农业基础设施融资的主渠道;建立完善高效的信贷支持体系;通过各种优惠措施吸引民间资金投入;建立公共收费制度,从而尽快改善农业基础设施建设滞后问题。更多还原

【Abstract】 Agricultural infrastructure is a material carrier for agricultural production and development,while the lagging agricultural infrastructure has become a "bottleneck",limiting agricultural development in Heilongjiang Province.Due to the absence of investment subject,poor access to credit inputs,and financing mode outside of system,financing for agricultural infrastructure has got into trouble in Heilongjiang Province.The solutions are to take government’s financial inputs as the main financing channel,to set up perfect and effective credit support system,to attract private fund inputs through various preferential measures,to establish public charging system to improve the lagged agricultural infrastructure construction as soon as possible.更多还原
