【摘要】 土地利用规划环境影响评价涉及区域环境生态安全的长远利益,因此进行土地利用规划的环境影响评价势在必行。以湖北省鹤峰县为例,采用文献资料法、系统协调度模型,从自然、社会经济、生态多维角度构建体现土地利用规划对环境影响变化的评价指标体系,对区域土地利用规划环境影响现状、规划的有序度和协调度进行分析。研究表明,近10年来鹤峰县土地利用环境现状质量不断提高,4个子系统都朝着有序的方向发展,系统协调度在2001、2002年出现无序化发展征兆;新一轮土地利用总体规划方案中,方案2协调度值最高,对土地生态环境保护总目标最为有利,可以作为鹤峰县土地利用总体规划的推荐方案。更多还原

【Abstract】 Environmental imapct assessment of land use plan has great long-term influence on the regional environmental ecological security.Therefore,it’s imperative to apply total land environmental planning.Taking Hefeng county of Hubei province for example,this paper,using literature and ecosystem harmony degree method,constructs assessment index of land use plan on environmental influence from nature,social economy and ecological multi-dimensional aspect and analyzes the status quo,order and coordination of regional environmental planning.The result shows that environmental quality is constantly improving in land utilization in Hefeng county in the past ten years.Four sub-systems showed orderly development.Coordination degree had symptoms of out-of-order development in 2001 and 2002.In the new-round land utilization planning,the second plan has the highest coordination degree,which has the most favorable impact on the main goal——protecting the ecological environment.Thus it can be recommended as the total land planning for Hefeng county.更多还原
