疏浚物海洋倾倒评价程序研究

【摘要】 基于我国海洋沉积物质量标准和其他国家制定疏浚物海洋处置管理控制标准的成功经验,在分析我国海洋沉积物污染现状和特征的基础上,通过建立疏浚物海洋倾倒分类标准、评价指标、评价标准和程序等,构建了我国疏浚物海洋倾倒的评价程序。该评价程序加快了我国海洋倾废管理的国际化进程,填补了我国疏浚物海洋倾倒评价程序规范化、程序化、标准化的空白。

【Abstract】 The international agreement relating to the dumping of wastes and other matter in China waters,including dredged material,is called the London Convention and 1996 Protocol to the London Convention.China implements its obligations under the London Convention and 1996 Protocol through the Marine Environment Protection Act.Through the act,the establishment of guideline for the assessment of dredged material is necessary to protect the marine environment from dumping of wastes or other matter.In this paper,based on the national marine sediment quality standard,successful experiences of management of dredged material dumping at sea,and status of marine sediment pollution in China,the assessment procedure for marine dumping of dredged material was discussed and established,including the assessment index,screening levels and classifying method.These results will accelerate the course of internationalization for the dumping management and better implement the international agreement and domestic law about dumping at sea in China.
