【摘要】 教学院(系)是高校教学科研的基本单位,是相对独立的管理机构。高校教学院(系)领导体制是院长(主任)负责还是党总支书记负责,长期没有定论,为加强教学院(系)党政联系,高校教学院(系)普遍建立了党政联席会议制度。通过对教学院(系)党政联席会议制度的定位研究,探讨党政联席会议具有议事和决策双重功能,对推进教学院(系)科学发展,提高决策透明度具有十分重要的意义。更多还原

【Abstract】 Academic institutions or departments are the basic teaching and scientific research units and relatively independent administrations.Whether an academic institution or department should be in the charge of the dean or the secretary of general Party branch has long been in dispute.To strengthen the bond between the academic institutions or departments and the Party,Party and government joint meeting system has been established.This paper,based on the positioning of the joint meeting system in academic institutions or departments,probes into the double function of the joint meeting system in issue discussion and decision making.The system is of great significance for promoting the scientific development of academic institutions or departments and enhancing decision-making transparency.更多还原
