【摘要】 构建符合我国国情的新的养老保险制度,是目前社会保障体系亟待着手处理的关键所在。此篇文章首先剖析了我国养老保险制度的现状,对养老保险制度中存在的资金缺口大,缴费率高,及二、三支柱发展不均衡等问题进行了分析,并从多渠道筹集养老保险改革的转制成本、弥补资金缺口,采取科学方式提高养老保险基金占国内生产总值比率水平,养老保险基金管理市场化、规范化,重新设计退休年龄等方面给出相应的对策。更多还原

【Abstract】 It’s a core problem for present social security to build a suitable endowment insurance system. This paper introduces the present situation of China’s endowment insurance system ,analyses the problems that exist in the endowment insurance system, such as funding gap is big, the payment rate is high, and the second and third supports are unbalanced development, and gives corresponding countermeasures in the fields of collecting transforming funds from several ways to make up for the cost of the funding gap, using legal means to solve the social security risk problem in the payment of the insurance benefits and improving of the social security’s judicial system, marketizing and normalizing endowment insurance fund management, and redesigning the retirement age etc.更多还原
