【摘要】 我国目前考核调度公平性的指标主要采用年底合同电量完成率和标准方差两个指标,缺乏有效的对年度中合同完成进度的公平性评价指标。基于对公共资源分配领域公平性评价指标的分析,提出戴尔指数、阿特金森指数用于电网公平性调度指数,可以反映子群体———各省(市)公平调度"贡献率",并采用某区域电网直调电厂2009年实际数据对年度中合同完成进度的公平性进行了测算,对了常用公平测度指标在电网调度公平性分析中的适用性进行了比较。更多还原

【Abstract】 Current dispatching equity evaluation index mainly consists of the annual contract volume fulfillment ratio and the standard deviation,but the effective index is not available to evaluate the annual contract completion progress.Based on the analysis of equity index in public resources distribution,this paper proposes Theil index and Atkinson index for evaluating power dispatching equity,which can show the contribution rate of the subgroup——the regional dispatching equity.The actual data of a regional directly dispatched power plant in the year 2009 is calculated to evaluate the equity of the annual contract completion progress,and the commonly-used indexes are compared in terms of the applicability in evaluating power dispatching equity.更多还原
