【摘要】 贵州是一个多民族的省份,民族地区资源丰富,但生态较为脆弱。近年来,贵州民族地区生态环境成为区域经济、社会发展的制约因素。贵州民族地区要顾全国家整体发展规划,为保护生态环境放弃发展经济的机会,这就需要国家对这些地区进行财政转移支付,进行生态补偿。从当前对贵州民族地区生态补偿财政转移支付的现实出发,分析建立及完善贵州民族地区生态补偿的财政转移支付机制的必要性、重要性以及存在的问题,提出加快立法进程,使对贵州民族地区生态补偿的财政转移支付有法可循;建立补偿财政转移支付专项基金;因地制宜,建立符合民族地区的生态环境保护标准和生态补偿规范;加强专项支付资金管理,确保专款使用的有效性。更多还原

【Abstract】 Guizhou is a multi-ethnic province,autonomous regions occupy more than half of the province area.These resource-rich areas’ ecology is extremely fragile.Recently ecological environment of Guizhou ethnic regions became a constraint to economic and social development.On the one hand,Guizhou ethnic regions should abandon some development opportunities of economy in order to take into consideration the national overall development planning,on the other hand,Guizhou ethnic regions has paid heavy ecological and resources price in the process of supporting Guizhou and other developed regions or central-eastern regions in China.Therefore,it requires that the state provide financial transfers payment to make ecological compensation in these regions.This paper tries to analyze the necessity,importance and problems of establishing and improving the ecological compensation financial transfer payment mechanism for Guizhou ethnic regions from the reality of ecological compensation financial transfer payment for Guizhou ethnic regions.Finally,it makes recommendations.更多还原
