【摘要】 城市社区公共服务设施的合理配置和建设不仅是城市政府治理的内在要求和社区居民自治的必要前提,也是促进城市和谐社会建设的重要内容之一。研究以北京西城区为例,对我国城市社区公共服务设施建设情况进行分析,指出西城区社区目前存在公共服务设施分布不均、供给不足、供需不匹配、使用效率低等问题,其原因既有发展历史的影响,也有思想认识、政策、体制及规划建设管理等因素的影响,提出对策要从使用者需求出发,注重供需平衡,根据社区的类型及社区公共服务设施的类型、属性区别制定指标,采用不同的建设方式,加强设施规划、建设、使用的管理,并制定相关政策,实现资源的有效整合和利用,提高设施的使用效率。更多还原

【Abstract】 Urban public service facility of rational allocation and construct is the need of government management and the prerequisite of community resident’s autonomy is the important part of harmonious society.Take Beijing Xicheng district example,this research analyzes the condition of China’s public service facility,finds the problem such as misdistribution,undersupply,mismatching and inefficiency which cause by the history effect,and cognition,policy,system and management,and then,proposes that start with the needy of user,emphasizes the co-ordination of supply and demand,formulates the index base on the styles of community and service facility,adopts the different construct methods,enhances the plan,construct and management,formulates the polices,come true the resource’s integration and use,enhances the availability factor.更多还原
