【摘要】 "保护老城、发展新区(城)"是当前各城市解决保护与发展问题的一个有效途径,然而在空间形态的控制中,有关新区的发展、城市特色的保护、新区与老城的协调问题成为各城市所面对的棘手问题,针对城市空间形态控制、城市发展路径、城市文化内涵问题的争论,也已成为一个需要公众广泛参与和沟通的社会问题。传统的规划方法已无法解决这一问题,引入开放性的规划方法成为必需。《蓬莱立体空间形态与景观特色规划》运用开放性的规划方法,构建基于开放性协商与文化共识的形态特色框架,提出基于开放性技术分析平台的空间形态控制要求,建设适宜长效弹性管理的规划技术平台,在制止新城无序建设、保护城市特色方面发挥了重要作用。更多还原

【Abstract】 "Preserve old city,develop new district" is an effective way to solve preservation and development problems.However,new district development,character preservation,new and old city coordination have become dilemmas in spatial form control in many cities.It is also becoming a public issue that needs open planning method to deal with.Penglai spatial form and landscape character planning uses open planning approach,sets up a negotiation and consensus building framework,proposes control requirement and plan-ning technique platform,and has played an important role in preventing disordered development and preserv-ing city characters.更多还原
