【摘要】 《武汉市普通中小学布局规划(2004—2020)》在规划管理实施中,存在上位规划缺位与变性、基础设施和重大公共设施影响布点实施、重大建设项目侵占学校用地、规划编制与审批衔接错位、规划调整内容不明和缺乏反馈等问题。因此,应在基础教育设施布局规划的实施制度上建立"四环节控制法",让教育部门全程参与规划编制、审批和报建流程,形成依据上位规划、控制学校建设条件、核准学校施工图、敦促开发单位移交教育用地和校舍的法定流程,同时通过明确调整条件、调整主体、调整内容、调整审批和批后管理等具体要求,形成规范的规划调整程序。更多还原

【Abstract】 Wuhan elementary and high school layout planning (2004-2020) implementation encountered problems such as lack of upper level planning, infrastructural influence, plan compilation and inspection disjunction, lack of feedback etc. "Four parts control approach" is proposed: Educational department should participate the plan compilation, inspection, and approval process; A legislated process including upper level plan guidance, building condition control, standard construction documents inspection, transfer of developer to educational departments should be established; An adjustment process including conditions, subjects, contents, post-approval management should be regulated.更多还原
